Roy Clarke has a trick of creating characters we never see but are referred to regularly, Sheridan in KUA is a good example.

There are quite a few in LOTSW can you name any as I'd be interested in seeing just how many there are.......?
 
What about the woman who works in the pizza shop in Of Passion & Pizza, can't recall her name but she was mentioned frequently in that episode!

....And Entwhistles wife had frequent mentions too

Were these characters mentioned more than once? As perhaps I should have qualified the question :) If not Nora Batty must have mentioned hundreds over the years, ie her from such and such Street!!!!!
