Compo had a premonition they were due to encounter a bath and in a last ditch attempt to avoid contact directly with water thought a boat would save him.

Had not noticed that before. They are all three elsewhere and talking with other people. Then the next scene change the trio are in a boat and have somehow convinced Compo to be the only one paddling the boat along the canal.

I can see an episode made around that idea. Foggy has tried dog walking, parking valet services, sight seeing tours, etc.

It was the same in Tarzan Of The Tow Path. there was no explanation about where they got the boat from.

Another intriguing possibility is that Das Welly boot had a scene cut and dubbed to add length to this once.

In Summerwine land this of course means that Foggy was trying to get more mileage following Compo's rare foray with boat-golf and putting a hole in one...(yes it made him thoroughly teed off!)
