Incidental characters that could have made it....

Having just been watching series 21 again over the last couple of days and seeing Surprise at Throstlenest and Just a small Funeral I was thinking how Regi Unsworth may have made it as a more regular character, especially in view of some that have been incuded in recent times. Who could and would have made it in your view? I'm not saying as part of the cast proper even, just merited a further appearance with a view to a stroryline? Maybe a reappearance of Davenport the guide book writer could have been a winner.
Thoughts?
 
They where toying with the idea of making one a regular and I cannot remember his name. It was a Truly/Compo/Cleggy episode and he was an old school chum sat drinking tea in the cafe, but he could not remember any of them, and now I cannot remember him, ggrrrrr!
