If you watch the episode "Why Does Norman Clegg buy Ladies Elastic Stockings" about 4 minutes into the episode Cleggy & Howard are standing in front of Cleggy's windows, watch the external buildings and they wave all over the place
 
Somebody must have caused a draught in the studio where it was being filmed, causing the back screen to sway.

I am sure that is what happened,I have watched this episode many times and never noticed it before
