Having asked the person who originally posted this on Youtube where the clip came from, they replied with this link: https://www.imdb.com/title/tt13842620/ The actual recording looks to be a repeat on a modern day channel (TPTV or perhaps BBC Four?) as it appears to be a 4:3 show on a modern widescreen TV. Does anyone know more?

After doing the usual Google search etc I get the feeling it was a one off. I suspected Australian at first but its definitely British based.

Says it was made by BBC suggests it was one of these Saturday night specials they used to Broadcast like Seaside Special but little or no information as you say.
I initially though Jim'll Fix It with the kid presenting it, but fortunately it was not!
