In Phantom of the Graveyard, when Howard is brightly dressed, he asked if anyone had a long coat that he could wear, the trio said no, yet it was clear that Cleggy was carrying his plastic mac with him
I took it as Cleggy did not wish to lend his coat to Howard to avoid the hint of being an accessory to Howard's plans. Which could draw the ire of Pearl. Also maybe a bit of schadenfreude in Howard's discomfort of being so brightly dressed.
You could be right Rick guaranteed Cleggy's coat would get lipstick on the collar from Marina and undoubtedly the smell of her perfume would linger on the coat so when they returned home you know 100% that Pearl would spot it and know fine well Norman wasn't involved though I think it would be a highly entertaining scene seeing Cleggy and Howard squirming trying to get out of it.
It's one of those situations where things are a bit contrived. Clegg won't lend him the coat but they walk around him in a way to block other people from seeing him and then later stand in front of him to try and keep Marina from getting a look. Those later bits are funnier then if Howard was wandering around in Clegg's long raincoat, after all!
