It's a Bedford HA. Post Office Telephones (and later British Telecom) used them.

I had one at POT, they were pigs to start, had the acceleration of a snail and the brakes would operate in two days time.

The saloon version was the HA Viva, & I believe another van version, possibly with side windows, was known as a Beagle.
