Unusual Picture for the collector

Does anyone know when this picture was taken. I don't remmeber seeing Nora in this hairstyle. has to be from another show. Wonder if it was from "On the Buses"
 
I would guess that it's a photograph taken during some charity/publicity event.

Probably her real hair style ,she was never in On The Buses and they are all in Poyal Mail uniform.
