It does Marianna , I stayed in Whitby at one of the many great B and B's and travelled by bus to Scarborough, Staithes and Saltburn whose Funicular was working :)
For my money, Whitby beats Scarborough. I'll take climbing the 199 steps over riding the funicular. And there are some work-arounds for those who are less mobile. The tour bus starts from down in the town and drives up to the Abbey...
