Editing in Shoutbox ? ?

So reading along in The Shoutbox I get the idea that one can edit
what one shouts, but I cannot figger out how to do this. What I
read sez to click a "down arrow" next to my Pic. But I cannot
find a pic that has a down arrow next to it.

Can someone (or more) put a little more meat on this
bone and tell me when and how this occurs. I am assuming
that this is the picture that is displayed in the Shoutbox, just
to the left of the Shout AFTER I have shouted it. I see not down arrow
there and have tried this in three different browsers.

Really odd. As planned and described, but ...

I posted a shout, waited a bit, then edited the previous
shout and it was as if the previous shout never existed.

Edited that edited shout and it was as if the next previous
shout never existed.

Edited that edited- edited shout and hit delete, and the whole
string of my shout was deleted, as in "gone" as if it never
existed.

Altering reality online ???
