I have the very one here George, it was made by Bates of London from Donegal Tweed, I think it is a driving cap,as the flaps could come down and fix by the poppers to retain it on your head when in the open top cars, I did find a replica on the web for a friend, it was similar and cost about £60
 
I've seen this style by a company called Kangol and the style is called Bugatti. A bit pricey and the Kangol logo is very visible.
