Which is the best Heritage or Minuture railway you have been on. I have been on a few but I rank the Keighley and Worth Valley near the top .
 
Not just as it's the closest to me but The Severn Valley, I've been on quite a few and the scale and authenticity of the SV is amazing, closely followed by the NYMR.

@maltrab is probably the most qualified to answer your question!
 
I have been on many and enjoyed them all, The NYMR is very good, the Strathspey Railway is very nice, note a keen fan on Narrow Gauge
