That is Norman Wisdom playing the part of Billy Ingleton in The Man Who Nearly Knew Pavarotti (originally broadcast 1 January 1995).

If you don't have the DVD's and watch in mainly on public television, you may not have seen that as it was a New Year's Day Special. Most of the specials are over an hour, so PBS doesn't usually broadcast them and you can't see them on YouTube anymore.
