Didn't we see her in the Cafe, after Crusher left the show,
with the really weird and colorful hair???

thats her, it was in "Crums", I might be wrong but I think the kids show Blue Peter was doing a piece about Last of the Summer Wine and she was the one who reported on it hence her appearance in the show

That would certainly explain what appears to be an otherwise pointless cameo.
