Smilie Dilemma

From puzzled of Tunbridge Wells:

I just fabricated a post and went to town on Smilies (as you do). I got a message when I tried to post advising I had inserted fifteen Smilies and there is a limit of fourteen (interesting number). But an exceeding careful count on my part determined that I had only attempted thirteen - below that limit. I reduced by two, to eleven and that worked but now, of course, I did not get a count as to how many the 'system' thought I had used.

I suppose the question is, 'Do some Smilies count as more than one' which hardly seems democratic.
